PayPal deducts the processing fee from the seller's receipt. A price agreed between buyer and seller does not change who PayPal charges. The gross-up result is a pricing estimate, not permission to add a payment surcharge.
No. The US fee schedule lists Send/Receive Money for Goods and Services separately from PayPal Checkout. This calculator uses the Goods and Services row; use the payment-method comparison for Checkout and other PayPal paths. Rates also depend on the account market.
No. PayPal Goods and Services and PayPal invoice payments can use different fee structures, so it is worth checking both before you send a request or invoice.

They are different payment products, not conflicting quotes for the same transaction. Selling a service does not automatically put a Checkout payment in the Send/Receive Money for Goods and Services row. Match the payment product shown in your transaction details, not just what you sold.
| Payment product | Rate | Fee | Net receipt |
|---|---|---|---|
| Send/Receive Money for Goods and Services | 2.99% | USD 2.99 | USD 97.01 |
| PayPal Checkout | 3.49% + USD 0.49 | USD 3.98 | USD 96.02 |
| Standard credit and debit card payments | 2.99% + USD 0.49 | USD 3.48 | USD 96.52 |
The G&S row has no fixed USD charge; Checkout includes $0.49. Standard cards also use 2.99%, but add $0.49. A paid invoice follows its own payment-method table. Personal transfers are a separate category, not a substitute for paying for a sale.

Choose the account market and actual payment product. These formulas apply to a percentage-plus-fixed-fee rule without a minimum, cap or amount band. For a target net through Goods & Services, enter the amount you want to keep and read the minimum gross payment under the target-net question. This is not the Checkout or invoice payment rule.
Fee = round(payment × rate + fixed fee, currency precision). Net receipt = payment − fee. Use the percentage as a decimal, such as 0.03 for 3%.
Initial gross estimate = (target net + fixed fee) ÷ (1 − rate). Recalculate in the currency’s smallest unit and choose the smallest payment that reaches the target after rounding. This estimates a total price, not permission for a separate PayPal surcharge; check the applicable account agreement.
Round half up to the currency’s precision: two decimal places for USD, zero for JPY. Minimum fees, caps, tiers and amount bands require their own rule calculation, not just the simple formula. A pre-tax net estimate excludes applicable tax on fees.
