For a domestic USD card-funded transfer between US personal accounts, PayPal charges the sender $3.20: the sender pays $103.20 and the recipient receives $100.00. A qualifying balance- or bank-funded domestic transfer has no sending fee.

No currency conversion. Personal transfers only, not purchases. Private cost-sharing agreements do not change whom PayPal charges; other countries and funding methods can differ.

Fees depend on the sender account country, destination, funding source and currency. For example, US domestic USD card transfers cost 2.90% + $0.30, while UK domestic personal transfers have no PayPal fee without conversion.
